		<description>Thanks for the response Remco, I just got the 74HC00 chips in, and im wondering if i got the right ones, it says CD74HC00E on the chip..? 

I haven't interfaced the chip into the design yet, but i did get the Rockwell to send data back to arduino, its just scrambled text however.. so maybe this chip i have will fix that problem...

When you download the Rockwell Jupiter manual, you can read how to interface the GPS-board to a computer with a RS232 interface and/or input which timestamps a (locked)GPS signal. 
With RS232 you'll get 'the time' and with the PPS you'll get the precision, also on an Arduino, assuming that your Arduino runs ntpd.
